CWIS Action Alan (CAP) is a tool which follows the 5 stages, (A)wareness on CWIS approach, (B)aseline study, (C)onsultation with stakeholders, (D)evelop CWIS planning, and Implementation, Monitoring and Evaluation (IME). These stages are referred as ABCD-IME approach for CWIS planning at municipality level. CAP aligns with the core functions of responsibility, accountability, and resource planning and management. Responsibility includes the formation of committees and monitoring cells and creating and enforcing bylaws to ensure standard implementation. Accountability involves regular monitoring of FSM services and maintaining a database to ensure transparency. Resource planning and management include integrating CWIS into city master plans and providing training and support to ensure effective utilisation of resources.
